AN OPEN WINDOW OF AIDIS TOWARDS COMMUNICATION IN RISK MANAGEMENT, ATTENTION TO EMERGENCIES AND DISASTERS


According to the emergencies and disasters caused in recent years by earthquakes, hurricanes, floods, landslides, droughts, volcanic eruptions, vandalism, accidents with hazardous materials; among others, they are part of the great list of events that cause deaths, injuries and a high impact on the economy of the countries of Latin America and the Caribbean (why not say it, all of America); we can ensure that drinking water and sanitation systems are exposed to natural and anthropic events, which are high frequency throughout the region, with high vulnerability; also add that there is a lot of incidence to be made with the population, in terms of preparation, prevention, precaution and attention to face such events.

To control or minimize threats it is essential to know the characteristics of natural phenomena and how they manifest in our environment. Good management and study of threats also allows the development of operations planning, training, training and simulation programs.
Proper planning and appropriate organizational development, which responds quickly to an emergency situation, should be one of the priorities of the institutions of drinking water and sanitation. This requires a total disposition, participation and support of those responsible, which translates into the destination of material, human and logistic resources to obtain an appropriate level of response.

The former president of AIDIS (Dr. Pilar Tello), through the Technical Directorate of the Technical Division of Risk Management (Dr. Rubén Pérez), made an international call to form two working groups for humanitarian aid: a) Strategic and b) immediate response. The strategic group is made up of professionals: Pilar Tello, Martín Méndez, Carlos Morales, Francisco de La Torre, Guillermo Umaña and Rubén Pérez; The rapid response group is made up of the professionals that appear in the two tables described below.
The possibility opens up for professionals participating in the XXXVI Inter-American Congress of Sanitary and Environmental Engineering to join the humanitarian aid team, for which a Table No. 3 will be used, where new members can be added.
